Job Description

This key role reports to the Supply Chain Manager and will be responsible for acquisition management as well as systems support within CapeNature.

The Buyer (Special Projects) will support the Supply Chain Management Unit by leading and coordinating procurement activities for invasive alien plant clearing and fire management programmes. These programmes are central to environmental sustainability, risk reduction, and job creation in vulnerable communities. The successful candidate will ensure that procurement processes are compliant, transparent, and efficient, while also contributing to community empowerment and transformation objectives in line with government priorities.

The ideal candidate is someone with previous experience working within public sector procurement, who has knowledge of procurement systems and has high level of business acumen.

RESPONSIBILITIES:

Key responsibilities of this position include (not limited to):

1. ACQUISITION MANAGEMENT

Procurement planning
Procurement Execution
To take accountability and ensure that procurement is effective and efficient and is within the agreed timelines for all project goods/services.
Managing end-to-end procurement processes for alien clearing, fire management programmes, and all other general procurement requirements including demand planning, bid administration, supplier selection, and contract management.
Draft and review bid specifications, tender documentation, evaluation reports, and contracts tailored to environmental service delivery.

2. COMPLIANCE MONITORING
Implementation of Internal Control, Internal Audit and External Audit recommendations
Implementation of Laws, Regulations, Policy and Procedures
Implementation of Funder requirements and special conditions

3. STAKEHOLDER, CONTRACT AND PERFORMANCE MANAGEMENT
Managing external client expectations
Managing a registrar of contractors
Managing internal client expectations

4. REPORTING
Maintain accurate procurement records and prepare reports for internal management, project steering committees, and auditor review.

MINIMUM REQUIREMENTS:

Qualifications and Experience

A National Diploma/Degree (minimum NQF Level 7) in Supply Chain Management, Procurement, Logistics, Finance, Environmental Management, or related field.
At least 3–5 years’ relevant procurement experience in the public sector, preferably involving project-based or environmental programmes
In-depth knowledge of SCM legislation and frameworks (PFMA, Treasury Regulations, PPPFA, B-BBEE)
Demonstrated experience in procurement for community-based projects or Expanded Public Works Programme (EPWP) initiatives.

Competencies

Strong analytical, negotiation, and organisational skills
Computer literacy (MS Office Suite; knowledge of SCM or project management systems advantageous)
Excellent interpersonal and communication skills, with the ability to engage communities, stakeholders, and suppliers
Integrity, professionalism, and the ability to work under pressure
