JOB PURPOSE
The Contracts Specialist will, working closely with the Contracts Manager be responsible for
coordinating the drafting and / or creation, reviewing and monitoring of contractual agreements
between JCPZ, Service Providers and other Parties; to review existing contracts and perform due
diligence for all existing legal obligations for JCPZ; provide support to the procurement of goods
and services ; provide administrative support to the business unit and other functions of JCPZ, in
ensuring that there is compliance with the relevant legislations.
MINIMUM JOB REQUIREMENTS
- LLB or equivalent legal qualification preferably with (Hons).
- Admitted Attorney (PAE 3 YEARS)
- 3 – 4 years’ experience in the environment of legal contracts management
- Experience in similar position within local government
KEY PERFORMANCE AREAS
- Work closely with the Contracts Manager to provide advice and support to user department
heads in terms of contracts establishment process including identifying opportunities to improve
procurement outcomes, efficiency and value for money.
- Responsible for contracts administration reporting for example termination of contracts,
monthly and on a monthly basis to the Contracts Manager.
- Work closely with the Contracts Manager to manage established contracts for goods and
services to ensure the delivery of outcomes in line with contract objectives, government and
customer requirements (for good and services received by JCPZ as well as rendered to other
parties).
- Work closely with the Contracts manager to manage contract implementation, including
management of suppliers and JCPZ.
- Provide support to the Contracts Manager to analyze specific legal problems relevant to
contracts management and assists in the development of responsive solutions, strategies,
policies, and/or procedures.
- Formulate, review, draft and negotiate all agreements on behalf of JCPZ, user departments
and external suppliers with minimal supervisory input and timeously submit to the Contracts
manager for review before sign off
- Coordinate research within the Unit and analyze contract related information including
supplier contract reporting, and provide reports regarding contract activity and performance.
- Report to the Contracts Manager by monitoring and keeping abreast with developments in laws
related to JCPZ and in other related areas.
- Compose and maintain up to date across all contracts documentation (including contract
management plans), procedures, data and records to ensure timely communication to JCPZ
- Performs legal and factual research and investigations as specifically assigned; analyze data
and recommend courses of action, as appropriate and accordingly report same to the Contracts
Manager for implementation.
- Works closely with the Contracts Manager in ensuring that JCPZ employees have access to
appropriate and timely legal advice when making legal or quasi legal decisions that may affect
the rights or responsibilities of JCPZ or third parties pertaining to contracts.
- Works closely with and supports the Contracts Manager in the management of all agreement
on behalf of JCPZ.
- Work closely with the Contracts Manager in ensuring that the organization complies with the
legislative framework and update the compliance register as and when necessary.
- Provide support to the Contracts Manager in ensuring customer satisfaction is a high priority
and stakeholders receive responsive and proactive services.
- Be responsible for coordinating with user departments in ensuring that the entire contracts
management cycle (contract formulation, contract administration i.e extension of contracts,
variation of contracts, termination of contracts) is fully administered and monitored and
provide and quarterly/ monthly reports on the performance of the contracts.
- Attend and participate in meetings to represent the unit’s interest and report on same.
- Assists in the collection, organization, analysis, and/or preparation of materials in response to
requests for information and reports e.g. in relation to the Audit by the Auditor General.
- Facilitate the contractor performance monitoring in line with the MFMA and other relevant
legislation as well as contract management strategy, risk management and organizational
policies and procedures and report progress to the Contracts Manager.
- Coordinate with user departments to administer contractor performance.
- Regularly maintain and monitor the contracts register and reports same to the Contracts
Manager on a monthly/ quarterly basis.
- Ensures administrative processes are in place.
- Records management (archiving).
- Compose and maintain up to date across all contracts documentation (including contract
management plans), procedures, data and records to ensure timely communication to JCPZ.
