Job Summary
Field Officer (FO) for the Digital Humanitarian Platform and Restoring Family Links (RFL) services
The Geneva-based International Committee of the Red Cross (ICRC) is a humanitarian organization that provides protection and assistance to people affected by armed conflict and other situations of violence. Our institution employs more than 20,000 staff and is present in 80 countries. The ICRC Regional Delegation in Pretoria is looking for a suitable candidate to fill the following vacancy:
DHL and RFL Field Officer
The FO will monitor and assist the National Societies in implementing and further testing the RedSafe digital humanitarian platform (app and website) for migrants (including refugees and asylum seekers), in Zimbabwe, South Africa, and the rest of the region. The FO will be the focal point for this project.
Following the handover of the RFL activities to 5 National Societies (NS) by Dec 2022, the FO will monitor and assist these NSs with the design and implementation of their RFL strategies and activities, in particular in Angola, Malawi, South Africa, Zambia, and Zimbabwe.
Description of the role
The incumbent performs the following protection activities within the Cooperation department:
Support the National Societies (NSs) in organizing training and
workshops, carrying out surveys and interviews of end-users
(mainly migrants) and first responders, and managing
RFL/RedSafe kiosks.
With the NSs, actively develop and maintain a network of
contacts within the national authorities, security forces, civil
society, and any other relevant stakeholders to facilitate the
implementation of RFL activities and the Platform, and manage
political/reputational risks, and promote the services.
RedSafe
Generate ‘’Info as Aid’’ content and alerts, test functionalities, and
make recommendations for RedSafe.
Contributes to developing and implementing
communication/awareness materials and strategy to present and
promote the Redsafe platform internally and externally.
Contribute to the report and recommendations related to the
testing of the Redsafe platform and its services, focusing on
service delivery.
Liaise with the HQ team on any opportunities, changes, and/or
relevant information that might affect the availability/functioning
of the app in the region.
RFL
Contribute to the National Societies’ knowledge, understanding,
and mapping of the RFL needs and build their capacity to respond
to those needs until they are completely autonomous.
Support technically the National Societies in planning, budgeting,
and monitoring/reporting on their RFL activities until they are
completely autonomous and follow the related
administrative/financial procedures.
In case of humanitarian emergency, when required, support the
NS’s RFL needs assessment and provides guidance and support as
to the RFL emergency response, in coordination with forensic
colleagues when relevant.
Helps the NSs to increase the visibility and accessibility of RFL
services for migrants along the migratory route, including the
online platform Trace the Face (TTF). Participates in training and
the development of related communication tools.
Ensure proper relationships and coordination are established and
maintained with and between Restoring Family Links services of
National Societies.
Profile – Minimum required qualification & experience:
University degree or relevant professional experience.
3–4 years’ experience with humanitarian action as a manager or
programme officer in similar fields or other organizations or
governmental structures
4–6 years’ overall professional experience
Experience with Digital Solutions and RFL is an asset
Confirmed analytical, synthetic, and communication skills in a
similar field of activity
Ability to travel frequently in the region and carry out fieldwork
with the migrant population and the National Societies
Good understanding of personal data protection principles
Outstanding organizational and problem-solving aptitude
Change management experience or certification as an asset
