Data Innovators team is passionate about helping organizations push data boundaries to create positive futures. We are experienced in testing innovative and fit-for-purpose approaches to M&E. Our team has both digital data solution expertise and are experienced in conducting technical assistance for various sectors including Education, Social Sciences, public health, Enterprise Development, Climate Change. The team includes statisticians, data analysts, platform developers, demographers, public health and education specialists, M&E practitioners.


About the Job

Data Innovator’s Mentoring, Evaluation, Research, and Learning (MERL) unit is looking for an energetic, driven, bright and experienced individual to join its growing M&E technical assistance team. The M&E Officer will assist the M&E manager and the rest of the MERL team in delivering on a wide range of projects including, building project M&E frameworks, facilitating M&E capacity development by DI, and more. As a M&E Officer, you will play an integral role in the successful completion of client assignments and may be responsible for performing work independently as well as under the direction of the M&E manager. The appointed candidate will join an existing project team, providing on site and virtual support to senior management.


Key Responsibilities

Assist the M&E manager in coordinating fieldwork for assignments.


Contribute to the development of project designs and plans, fieldwork task schedules, scheduling and preparing for workshops and client engagement, gathering documentation, and liaising with client staff.


Perform engagement procedures designed to identify and define organisational/programme performance issues, review and analyse evidence, and document organisational processes.


Assist in interviews/conversations with client management to gain an understanding of client organisational conditions: the monitoring, evaluation, research and learning systems.


Identify, develop, and document issues and recommendations using independent judgment concerning areas being reviewed.


Assist in coordinating and communicating the results of consulting and technical assistance projects via written reports and oral presentations to management.


Prepare project progress reports for assignments.


Ensure all review notes are addressed and reviewed with the M&E Manager and/or Head of Advisory Services.


Participate in the drafting of reports and presenting draft to the M&E Manager and/or Head of Advisory Services for review and approval.


Perform related projects/work as assigned.


Assist with developing proposals for submission to prospective clients.


Participate in networking events related to Advisory Services practice areas.



Bachelor's degree in any discipline AND a post graduate qualification in M&E, OR at least 1 year of M&E technical assistance experience.


A minimum of 3 years working experience. One of the years must be in a monitoring and evaluation function if the candidate does not have any M&E qualification.


Proficiency in writing, speaking, and reading English AND at least one of the other South African official languages.


Excellent analytical and problem-solving skills.


Awareness and understanding of the National Evaluation Policy Framework.


Solid interpersonal and communication skills with ability to communicate and build rapport with colleagues and clients.


Proven ability to analyse and write reports (may be asked to submit a sample of previous work).


Conducts complex problem solving in terms of alignment to plan, methods, and detailed data interrogation.


Facilitation skills to effectively used to engage audience, present for impact and to achieve the desired outcome.
