A vacancy exists for a National Clinical Engineering Specialist, based at Life Healthcare Head Office, reporting to the Group Engineering Manager.
The successful person will provide leadership, technical direction and guidance to the Group’s Clinical Engineering function. This entails ensuring that the movable and immovable clinical equipment in the business are operated in an effective, safe and compliant manner that is aligned to applicable best practices and legislation.
Effectively manage relationships with the business and provide professional leadership, influence and two-way communication.
Effectively manage the department and the professional team, drive maintenance best practices and plan rollouts, maximise medical overall equipment efficiency (OEE) and availability; and reduce operating input cost.
Effectively manages all aspects of the team, including performance, recruitment, development, and retention.
Develop the organization’s clinical engineering management capability and competence through training, coaching and mentorship (in business and in department).
Collaborate effectively with own peers, other functions and the business to; prioritize and identify opportunities, promote agreements on operations engineering project specifications and procedures, to mobilize resources and to deliver on all objectives.
Drive strategic input and initiatives to maximise efficiencies.
Track and report functional metrics/ key performance indicators to identify and deliver on opportunities for improvement.
Perform administrative functions such as reviewing and writing performance reports, document management, data analysis, validating expenditures, enforcing rules, and support decisions about key clinical engineering asset life cycle management.
Effectively develop, review audit, monitor and evaluate performance of the clinical engineering quality system.
Working with procurement function, prepare budgets and bids; drive contract negotiations and address any related disputes
Develop and implement medical equipment engineering best practices, policies, standards and safe work procedures:
Diligently draw up new and review existing clinical engineering policies, publish latest version on the Gateway and communicate to business.
Conduct regular engineering policy audits in the business and effectively drive implementation of corrective actions.
Effectively drive installation, testing, operating, maintenance and repair of equipment in the business.
Establish the maintenance management strategy for the Group to optimize equipment performance:
Review the national clinical engineering footprint and set uniform standard for the business.
Compile medical equipment master plan and drive regular verification exercises.
Establish medical equipment specifications set by original equipment manufacturers (OEEs)
Set up and roll out the Computerised Maintenance Management System (CMMS) Tool into the business.
Evaluate CMMS Tool utilization – conduct regular audits and develop data integrity assurance processes.
Drive maintenance breakdown data collection, analyse trends, design long term solutions, and improve equipment reliability.
Develop an effective 5-year medical equipment replacement plan, prioritize implementation, establish funding requirements, solicit management approval and evaluate performance.
Evaluate national equipment failure and analyse root causes using best practices - Failure Mode Effect Analysis (FMEA), Root Cause Analysis (RCA), Condition Monitoring and Diagnostics (CMD) etc.
Assume the responsibility of the National Clinical Engineering specialist:
Drive compliance in respect of safety legislations such as OHS Act, DoH Core Standards, R158, R187, ECRI guidelines etc.
Monitor Field Safety Notices and Alerts as and when issued by respective Manufacturers, Distributors
Draw up noncompliance records and drive corrective actions implementation
Perform incident investigations, establish reporting criteria and drive reporting.
Develop and roll out engineering safety campaigns ensure conduct verification processes to establish effectiveness.
Investigate healthcare technology, evaluate benefits, conduct business case appraisal, and motivate funding.
Drive clinical engineering projects delivery:
Develop a program baseline or the “road map" for implementation of clinical engineering project portfolio undertaken by the Group.
Provide projects cost estimates, time and resource, project requirements and lay down the project methodologies using PMO tools and instruments such as Program Charter, Work Plans, Governance Plan, work packages
Develop Communication Plans and establish protocols, procedures, and methods to communicate project information and issues (including forms, templates, records-keeping, and reporting).
Develop project risk and issue management plans, outlining potential challenges and deviations from the project methodology, the probability of such occurrences, the possible impact, and possible solutions.
Working with PMO function, establish project delivery methodologies and ensure that they are adopted by the Group and are based on accepted industry standards and methodologies such as PMBOK or PRINCE2
Analyse resource capacity plans and forecasts to manage and guide capacity availability for projects undertaken by the organization.
Provides in-house consultancy services to the project teams on project related issues.
Project performance tracking:
Establish a project management governance structure that includes key performance indicators and set milestones for project teams.
Audit & track on-going projects at regular intervals to ensure projects are on course and follow approved methodologies.
Keep an up-to-date repository of current projects and requests that are pending review.
Collect Program Status Information and update cycle of work plans, issues and changes collected from Project Leads at defined intervals, including establishing project information dashboards that provide for clear projects status.
Consolidate and analyse data collected from program status information, compare results with baseline and communicate status to the management for review.
Drive the implementation of corrective action as decided by management, through the Management of Change process (MOC).
Gather and archive projects experiences, lessons learnt and reusable data to improve project management methods in the future
Bachelor’s degree in, Clinical engineering or Biomedical engineering or Electrical engineering (Light current)
Member of the Clinical Engineering Association of South Africa (CEASA) as well as understanding of the private healthcare industry and its challenges and is an added advantage
5 Years’ experience in clinical or medical engineering management in healthcare industry or similar environment
In-depth experience in a dynamic hospital environment is essential
Exposure to reconnaissance studies, business case development, scoping, and project terms of reference development, contracts negotiation, contracts management and strategic planning and project development.
Willingness to travel as and when business requires is a prerequisite for the role.
