To lead, manage and direct the service delivery of JCPZ in terms of open space management,

horticultural maintenance, parks improvements and public open space by implementing the

required policies, processes, procedures, systems and SHEQ standards and to contribute in

achieving the Regional Urban Management Plan (RUMP), Environmental Sector Plan and

Integrated Development Plans in such a manner that the impact of urban decay is minimized/ limited

and customer expectations are exceeded.


  • Degree/ diploma in open space management, horticulture or related discipline
  • Degree/ diploma in Business Management or other relevant qualification with an adequate

management focus

  • A Project management/ Business management Diploma will be an advantage
  • 5-7 years’ experience in open space management , horticulture or other operations


  • 2 years’ experience in a supervisory/managerial role


  • Directs, guides and ensures that scheduled and emergency maintenance of parks and trees is

carried out according to the maintenance plan, agreed minimum maintenance cycles and

emergency requests

  • Inspects and monitors work completed and confirm work to be completed
  • Ensures effective utilisation of internal and external (contracted) resources
  • Visit at least three sites per week (sign check lists)
  • Ensure all depots are visited at least one a week to check for cleanliness and safety
  • Ensure that check lists are correctly completed
  • Investigate each incident fully and recommendations to avoid recurrence
  • Applies innovative techniques to ensure service delivery requirements are met
  • Collaboratively identifies land for future park development and supports the land requisition


  • Ensures compliance with JCPZ’s open space master plan in the development of parks and

open spaces.

  • Prepares proposals for land requests, review proposals and recommend.
  • Identifies and allocate stand numbers for new developments
  • Support Land acquisition process


  • Loading of projects on CIMS.
  • Comply with JCP’s open space master plan in the development of Parks and open spaces.
  • Attend all meetings relating to the regional maintenance of parks and open spaces
  • Attends, reports and contributes at regional based meetings of the City
  • Maintains relations with local councilors to ensure satisfaction
  • Involvement in multidisciplinary team activities.
  • Full engagements with project management teams
  • Closure of VIP and other complaints
  • Follow-up on customer complaints and verify complaints resolved
  • Minimise complaints
  • Meet customers on site
  • Financial, Activity and Performance Reports writings

o Monthly report

o Zonal business in line with BSC.

  • To perform other related duties in line with your function as and when required
  • Manages the HR elements of the staff within the department (incl. leave management, time

and attendance, performance, grievance and disciplinary management, etc.)

  • Manages the budget and expenditure within the department
  • Ensures internal controls, processes, procedures and quality standards are adhered to by the


  • Ensures the continuous improvement of the functioning of the department (incl. but not limited

to policy, process, procedure and quality improvements)

  • Contributes to team effectiveness and team cohesion
  • Clearly outlines expected deliverables and measures
  • Holds team members accountable for individual performance (against agreed and expected

  • Implements identified risk mitigation measures within training sessions. Trains staff on the

operational procedures and conducts toolbox talks (SHEQ & EMS)

  • Ensures compliance of Department through policy and procedure adherence


  • In depth understanding of the legislative frameworks and regulations governing open space

planning and zoning and JCP as an organization

  • Project management methodologies and principles

  • SCM policies and procedures, the use and care of tools and equipment relevant to field
