Proposals & Programme Officer Role Purpose
This is a Candidate Attorney position. The successful candidate will be registered for articles of clerkship with the Legal Practice Council and supervised by a designated principal attorney.
Proposal Writing and Contract Review are the core responsibilities from day one. Business Development and Monitoring & Evaluation responsibilities will increase progressively as the candidate gains experience throughout their articles.
Key Responsibilities Proposal Writing & Origination
Draft funding proposals and partnership submissions for CSI/ESD sponsors, development finance institutions and municipal/IPP-linked training partnerships.
Prepare supporting budgets, costings and M&E frameworks, including KPIs and monitoring tools.
Respond to funder due-diligence and programme-delivery queries using existing financial and operational records.
Revise proposals following funder feedback and maintain version control.
Ensure budgets, targets, M&E frameworks and implementation plans remain consistent across submissions.
Progressively research and identify new funding and partnership opportunities.
Monitoring, Evaluation & Reporting
Track programme delivery against agreed KPIs and targets.
Work with the Programme Coordinator to consolidate attendance, completion, certification, employment/enterprise outcomes and tracer data.
Co-write funder progress reports and M&E updates.
Identify delivery risks, target shortfalls and data gaps early.
Use programme results and lessons learned to strengthen future proposals.
Business Development
Research CSI/ESD, development-finance and corporate partnership opportunities relevant to skills and enterprise development.
Maintain the funding pipeline, including submissions, deadlines, funder statuses and follow-ups.
Support funder and partner engagement, including meeting preparation and follow-ups.
Contract Review – Legal Training
Review funding agreements, partnership MOUs and service contracts under the supervision of the principal attorney.
Check contractual terms against what was proposed or agreed.
Flag unclear, unfavourable or high-risk clauses and escalate where appropriate.
Required Experience
Recently completed or final-stage LLB (or equivalent).
Eligible for registration as a Candidate Attorney with the Legal Practice Council.
No prior professional experience required.
Exposure to proposal writing, business development or NPC/NGO environments through vacation work, volunteering, moot court or student societies is advantageous.
Some exposure to reading or reviewing agreements through law studies is expected; formal contract-review experience is not required.
